Authorities unsure of cause of death for New Hampshire girl

(Reuters) - An autopsy on 11-year-old New Hampshire girl Celina Cass, whose body was found in the Connecticut River a week after she went missing, could not immediately pinpoint on Tuesday how she died.

Investigators were awaiting results of toxicology tests and further investigation, said Jane Young, a state prosecutor in the New Hampshire attorney general's office.

"The death certificate indicates both the cause and manner of death are still pending," Young told reporters. "The attorney general's office continues to investigate her death as suspicious."

Cass, who had long brown hair and hazel eyes, went missing on July 25 from her home in West Stewartstown, New Hampshire, near the state's border with Canada. The FBI received more than 500 tips in the case and offered $25,000 for information leading to her whereabouts.

Divers from New Hampshire's Department of Fish and Game located the girl's body on Monday in the river near a hydroelectric plant in the community of about 1,000 people.

The decision to open a criminal investigation in the girl's death was based on visual evidence from the girl's body both in the water and when viewed on shore, Young said. She declined to comment on whether police had identified any people of interest in the case.

Suspects named and shamed on swindlers' list

A man who allegedly masqueraded as the comedian Peter Kay's brother in order to con pub landlords out of money for a fictitious charity gig was named yesterday as one of Britain's most-wanted fraud fugitives.

Crimestoppers released the names and mugshots of the top 10 people who are wanted by police for fraud and scams allegedly worth £200m.

Peter Stead, 48, is accused of conning landlords in Derbyshire out of thousands of pounds by claiming to be the brother of the Bolton comedian, Kay, and promising to put on charity fundraisers that never took place.

He allegedly offered to put on a show for the Lewis Mighty Fund which was set up in the Derby area to send a six-year-old boy who has cancer to America for treatment.

Others included on the list include a carer accused of stealing more than £35,000 from her elderly patient and a man who went on the run after he was convicted for a massive VAT scam.

The founder and chairman of Crimestoppers, Lord Ashcroft, called on the public to be on the look-out for the fugitives and urged anyone with information to call Crimestoppers at 0800 555 111. "This is not a victimless crime," he said. "Every single one of us is paying higher taxes, bank charges and insurance fees because of fraud. The amount of fraud against the public purse is around £27bn a year. This is equivalent to 30 per cent of the estimated national education budget for 2011-12."

He added: "Serious fraudsters often operate as part of gangs and fraud is just one of their business streams. This can result in the funding of drugs and people trafficking, which causes real harm to many."

Nasser Ahmed, a crooked businessman from Bristol, has been on the run for half a decade after he was sentenced to six years in jail for his role in a £156m VAT fraud, thought to be the largest scam uncovered by Customs officials. At one point, Bristol Crown Court heard, he was depositing as much as £500,000 into a Royal Bank of Scotland account every day.

Jascent Nakawunde, 33, also known as Tania Bird, is wanted for questioning in connection with an alleged £35,000 fraud in the Cardiff area between 2007 and 2008. She was employed as a live-in carer for a woman in her 80s. During this time, she is accused of stealing cheques from the woman which were allegedly paid into false accounts.

Louisiana teacher disappears; authorities suspect foul play

(CNN) -- Investigators suspect foul play in the disappearance of a 51-year-old schoolteacher who was reported missing July 18 near Baton Rouge, Louisiana, authorities said Tuesday.
Sylviane Finck Lozada, a French and Spanish teacher at Brusly High School in Brusly, Louisiana, for the past 13 years, last spoke to her family in Belgium about July 5, said spokeswoman Casey Hicks of the East Baton Rouge Sheriff's Office. Lozada called her family on a daily basis, authorities said.
Investigators are trying to locate her husband, Oscar Lozada, Hicks said. He and the couple's daughter boarded a plane from Dallas to Venezuela on July 9, Hicks said. The daughter's age is 4 or 5, authorities said.
"We would obviously like to speak with him," Hicks said.
The father and daughter were scheduled to return to the United States on July 14 but didn't, authorities said.
The sheriff's department is working with the FBI because of its contacts in Venezuela, Hicks said.
"Detectives have communicated with Oscar Lozada at the beginning of the investigation into her disappearance, but over the past week, they have been unable to contact him," Hicks said.
No warrants have been issued in connection with the disappearance, Hicks said.
Authorities have examined the husband's credit card statements and found that he bought five-gallon buckets and several bags of concrete mix.
But, Hicks added: "The buckets and concrete mix are unaccounted for."
Detectives believe the missing woman may have occupied her husband's bright-yellow 2001 Nissan Xterra on July 5 or July 6, and investigators are seeking any eyewitnesses, authorities said. The car was found July 24 in Ascension Parish at the home of a family friend, authorities said.
Walter Lemoine, principal at Brusly High, said Sylviane Finck Lozada had been a West Baton Rouge Parish Teacher of the Year. She is also a National Board Certified Teacher and had earned a doctorate degree two years ago.
Lemoine called Sylviane Finck Lozada a "tough" teacher and said her disappearance is "a major impact" to the community.
On August 8, the 500-student school will hold "a celebration of hope" in the gymnasium for the missing teacher, and participants will also move outdoors to light vigil candles, Lemoine said.

Police arrest suspect in officer shooting

A man suspected of shooting a San Antonio police officer Sunday was arrested Tuesday morning at a motel in Baton Rouge, La., authorities said.

“It was fairly quick and without incident,” Police Chief William McManus said of the 11:15 a.m. capture.

Rafael Gonzalez Sanchez, 40, faces an attempted capital murder charge. Police say he shot at an officer who was searching for him after police received reports that Sanchez had threatened to kill his wife and himself.

Officer Leroy Diaz's leg was grazed by a bullet as the two exchanged fire in the 15000 block of Beavers Run.

Sanchez's gold Ford Focus was found abandoned that afternoon at a North Side parking lot five miles from the scene of the shooting, and police had suspected he was still in the area.

“We're glad he's off the streets,” McManus said. “He certainly was a danger to the officer and certainly a danger to the public.”

On Monday, San Antonio police said Sanchez's wife, 39, had been located.

But she was detained with her husband on Tuesday after her dark gray Ford Expedition was found parked at The Shades Motel in Baton Rouge, U.S. Marshals Service spokesman Bobby Hogeland said.

“The Lone Star Fugitive Task Force developed information ... that Sanchez may have fled Texas en route to Louisiana,” he said. “And we were able to track him down.”

Sanchez was in possession of a handgun when arrested as the pair exited a motel room, Hogeland said. His wife “was there voluntarily” and could face charges of helping a fugitive, he said.

The arrest came “extremely quickly” after the shooting, Hogeland said, crediting a strong working relationship among law enforcement agencies.

Dubai to lose world’s tallest tower record

DUBAI, Aug 2 (Reuters) - Kingdom Holding , owned by Saudi billionaire Prince Alwaleed bin Talal, said on Tuesday an associate firm signed a contract worth 4.6 billion riyals ($1.23 billion) with Bin Laden Group to build the world's tallest tower in Jeddah.

The proposed tower will stretch a kilometre high and include a hotel, serviced apartments, luxury condominiums and offices, Kingdom said in a statement.

If completed, the tower will replace Dubai's Burj Khalifa, standing 828 metres tall, as the tallest tower in the world. The Burj Khalifa was built by Emaar Properties for a total cost of $1.5 billion.

The tower is part of the first phase of Kingdom City, which is being built north of the Red Sea port city.

Kingdom said the associate firm, Jeddah Economic Co., will be 16.63 percent-owned by the Bin Laden Group while Kingdom will hold a 33.35 percent stake in the venture.

Abrar International Holding Co. will also have a 33.35 percent stake while businessman Abdurrahman Sharbatly will own 16.67 percent.

Last month, Kingdom reported a 21-percent rise in second-quarter net profit helped by higher income from its investments.
